Unregistered travel
You have until midnight three days after you first use CityLink to buy a 24-Hour or Tulla pass. If you have used CityLink after midday on Friday, you have until midnight on Tuesday to buy a Citylink Weekend pass. If you do not buy a CityLink pass or register your vehicle on your CityLink account you may receive a Late Toll invoice. If the Late Toll invoice is not paid, an infringement notice may be issued by Victoria Police.

 

Issue of infringement notices for travel on CityLink

If you drive a vehicle on CityLink and you have not registered your vehicle for travel, you may receive an infringement notice from Victoria Police.

Following changes to the Infringements Act 2006, CityLink is unable to respond to Infringement Notices disputes directly. Should you wish to dispute the issue of the infringement notice you must submit a written application for an Internal Review direct to Civic Compliance Victoria (CCV), PO Box 1916, Melbourne, Vic, 3001. You may contact CCV on (03) 9200 8111 with any queries. These details can also be found on your Infringement Notice.

Other Infringements
Under the Road Safety Act 1986 and its regulations, Victoria Police have placed speed cameras within the Tunnels and have the authority to enforce road laws on CityLink, as with all other highways and roads in Victoria. While CityLink may monitor speed for the purpose of ensuring safety on the CityLink roadway, the enforcement of speed limits and the decision to issue speeding infringements are solely a matter for Victoria Police.

 

Nominating another driver
If you, the owner, choose to nominate the driver for the Late Toll invoice, you will need to provide CityLink with a full and complete statutory declaration detailing:
- Late Toll invoice number
- Trip(s) you would like to nominate
- Full name, address and contact details of the person you are nominating
We also request that you make the nominated person aware that you have nominated them.

 

Personal details and a Late Toll invoice
CityLink’s confidentiality agreement with VicRoads allows CityLink to obtain vehicle owner details for the purpose of issuing a Late Toll invoice.


CityLink forwards to VicRoads the registration numbers of vehicles detected travelling on CityLink which are not registered to travel on CityLink. VicRoads provides CityLink with the vehicle owner’s name and address details, and CityLink then issues a Late Toll invoice using this information.

 

Late Toll invoice final notice
If the invoice has not been paid in full within 14 days, a final notice will be issued with an additional fee.
Where the payment terms on a Late Toll invoice final notice have expired, a payment will not be accepted by CityLink and an infringement notice may be issued by Victoria Police.
