The Monash-CityLink-West Gate upgrade is a $1 billion project that will improve traffic flow and safety on the state’s busiest freeway (including CityLink’s Southern Link) – and all with no new tolls.

 

The upgrade will include adding an additional lane in each direction on the Monash Freeway and Southern Link between Heatherton Road and the CityLink tunnels. Combined with the introduction of a new intelligent freeway management system from Werribee to Narre Warren, the upgrade will revolutionise how traffic flows along this key economic route.

 

Over 160,000 vehicles, including 20,000 trucks, use the Monash Freeway, CityLink and the West Gate every day.  This figure is rising by up to 5 per cent every year, making it more congested and slowing travel time for passengers and freight vehicles.

 

PROJECT DELIVERY

This $1 billion investment in Victoria’s transport network is the result of a partnership between the Victorian Government and Transurban, the owner and operator of CityLink.

 

It is also one part of the State Government’s Meeting Our Transport Challenges strategy that aims to increase use of public transport and make our roads more efficient. 

 

The State Government will invest $737 million to upgrade sections of the Monash and West Gate freeways and Transurban will contribute $166 million to improve the section of CityLink which connects these two freeways – CityLink’s Southern Link. 

 

In addition the State Government will fund $120 million of bridge strengthening works on the West Gate, and will seek equivalent Commonwealth funding.

Preliminary design works have started on all sections of the project, with construction due to start late this year.  The entire project is due for completion in late 2010.

 

The works on Southern Link are being carried out under an Alliance contracting arrangement. The Alliance comprises Transurban, AbiGroup and Maunsell AECOM.

 

PROJECT BENEFIT

By undertaking strategic road improvements and better managing traffic flow, the Monash-CityLink-West Gate upgrade is expected to:

  • reduce peak hour travel times;
  • improve reliability along the freeway; and
  • reduce crashes by 20 per cent.

 

SPECIFIC WORKS

The specific projects that form the Monash-CityLink-West Gate upgrade include:

  • introducing a state of the art freeway management system that includes ramp metering and real time traffic information;
  • building an additional lane in each direction on the Monash Freeway and Southern Link between Heatherton Road and the CityLink tunnels;
  • widening the West Gate Freeway between the CityLink tunnels and the Bolte Bridge and building a new ramp to separate weaving and merging movements; and
  • using reversible lanes on the West Gate Bridge allowing for five lanes of traffic in the peak direction.

 

When completed the State Government predicts the Monash-CityLink-West Gate upgrade will save the Victorian community $14.5 billion, through more efficient travel for passengers and freight.
